The most popular food souvenir to bring back from Penang would be packs / boxes of tambun biscuits, which were said to be the best tasting in Malaysia!
I have to be truthful; I am never quite fond of tambun biscuits although I would gladly indulge in one or two if they were in front of me. Nevertheless, both my sisters sought the best brand in Penang the last time they were there and the one that appealed to them would be the tambun biscuits from Him Heang!
Mind you, there was a queue outside manned by a guard in army uniform who shall determine your access! And once you are in, you feel pressured to let your eyeballs quickly scan through the wide variety of options, as those in line outside would stare through your soul!
With so many people in the tiny shop, it's hard to take photographs; you may refer to the above for a sample of the range Him Heang has, and that's only a fraction.
Pricing for reference too; one box of 32 tambun biscuits cost just RM 20.00, only about S$6.00! Affordable pricing aside, I had to admit that I hungrily took one piece (after purchasing) and honestly, it wasn't the best tambun biscuit as I thought Ming Ang in JB was better. Maybe it's just me.
